Add to User Profile the Ability to Turn System Alerts On/Off

Currently, it seems System Alerts function differently depending on the which integration is being used. It's very unpredictable. It's important for a particular group of people need the ability to see all System Alerts. I would like the ability to turn System Alerts on/off per user.

All users with System Alerts turned on should receive all System Alerts.
