Current:  When we want to create a new workflow template, we have the option of copying an existing template in the Workflow Setup area by clicking the "Add Existing" dropdown and selecting a template.  

Problem:  The problem is that we can ONLY copy workflows with the status set to: ACTIVE, but I have several workflows I would like to copy that have a status of "Being Edited".  My work around has been to temporarily change the status to 'ACTIVE', copy the workflow, then go back and change the status back to 'Being Edited'.  That's a lot of back and forth, and if I forget to change the status back, a workflow that should really be UNavailable, will then be available for use.  

Request:  Please make it so we can copy workflows with the status of "Being Edited".
